Provides primary health care and comprehensive dental care for all ages. Primary care includes back to school physicals, sick calls, annual physicals and wellness visits, immunizations, and chronic disease management. Dental care includes exams, cleanings and deep cleanings, fillings (composite and amalgam), teeth whitening, crowns/bridges, emergency care, dentures and partials, complicated extractions, and wisdom teeth removal.

Provides services for job-seeking, skills training, job development, job placement, information and referral, and job coaching as appropriate and necessary.

Provides frozen meals available via pickup from participating senior center locations throughout Erie County. Seniors can choose between a 3, 5, 6, 8 or 10 meal pack that can be picked up once a week from participating locations. A roll, milk, and dessert are included with each meal.

The Childhood Lead Poisoning Prevention Program (Child Lead) is responsible for the case management of lead poisoned children in Erie County. Addresses the potential for lead exposure, as well as preventing lead poisoned children from further exposure. Conducts investigations and provides information to the parents or guardians of children under the age of 18 that have tested positive for elevated blood lead level. New York State Guidelines require that all children be screened for lead at ages one and two years and every year up to age six if certain risk factors, such as residing in pre-1978 housing, are present. Activities of Child Lead include:

• Case management for children with elevated blood lead levels
• Providing information on sources of lead exposure, methods to reduce lead exposure, and medical treatment for children and pregnant women with elevated blood lead levels.
• Referrals/prescriptions for free lead testing lab work for children under age 6

-Providing information and referrals for resources to assist with lead hazard reduction activities, including community training and grant awards

Offers school age child care, preschool, camps (preschool and school age), swimming lessons, youth sports, gym/fitness center, and after school programs.

Provides information and referral regarding human service organizations and services available to assist Niagara County residents. This is not a crisis counseling line.

Sells gently-used clothing, household items, and furniture at value prices to support the workforce development programs that help people find jobs and build careers. Donations gratefully accepted.

Provides funds available as full conditional grants, partial conditional grants, and no interest loans, based on applicant household income. The Buffalo Urban Renewal Agency (BURA) provides financial assistance to eligible homeowners in the City of Buffalo to support critical home repairs and improvements. This funding is designed to help preserve housing, improve living conditions, and promote neighborhood stability. Assistance is offered in the form of:

• Full Conditional Grants – No repayment required if program terms are met.
• Partial Conditional Grants – A portion may be forgiven, with the rest repaid under specific terms.
• Zero-Interest Loans – Affordable loans with no interest and flexible repayment options.

The type and amount of assistance available is based on several factors, including household income, property eligibility, and the specific requirements of the funding source. Priority is often given to low- to moderate-income residents and repairs that address health and safety concerns. Interested homeowners are encouraged to apply or contact BURA to learn more about current funding availability, eligibility criteria, and application procedures. 1.) Down Payment/Closing Cost Assistance Program Funding is available to assist first-time home-buyers with meeting closing costs and down payment expenses attributable to the purchase of a single-family home. Loan funds are provided at no interest as a conditional grant. No monthly or annual payments are required, but the amount provided must be repaid if the property is sold within the five-year regulatory period. 2.) Emergency Loan Assistance Program Funds repairs of a verified emergency condition such as an inoperable furnace, faulty electrical service, broken hot water tank, or break in the main water or sewer line. Loan funds are provided at no interest and partial conditional grants are available for all eligible applicants. The amount to be repaid will be based on household income. 3.) Owner-occupied Home Repair Program Funding from the City of Buffalo, NYS Housing and Community Renewal, and Affordable Housing Corporation is providing low-income homeowners with dollars to help with home repairs and make them more energy efficient. 4.) Target Focus Area Program Funds for code-related repairs are available to owner-occupant households who reside on Target streets. Loan funds are provided at no interest and partial conditional grants are available for all eligible applicants. The amount to be repaid will be based on household income. 5.) Roof Program Funds are available for repair of a severely deteriorated roof where water infiltration into the habitable area has been verified. 6.) 50/50 Program 50/50 Rehab Program offers income-eligible homeowners grants to fund up to 50% of their project cost in order to make needed home repairs. 7.) Vacant Rental Program (VRP) This program is designed to help rental property owners transform vacant, uninhabitable units into safe, high-quality, and affordable long-term rental homes within the City of Buffalo. 8.) Accessory Dwelling Unit Program (ADU) This program offers construction costs to build an Accessory Dwelling Unit. ADUs are small, self-contained living spaces usually made by converting an attic or basement, providing a flexible and affordable housing solution for family members or renters. This funding is available to property owners within the City of Buffalo who’s income falls below 120% AMI.

Provides financial assistance for daycare costs to families with income below 300% of the federal poverty level. Supplements out-of-pocket expenses for daycare costs.

Provides work and job training to persons with disabilities. Offers services to local business such as assembly, packaging, kitting, bulk mailing, heat sealing, industrial sewing, rework operations, recycling, custodial (internal and external contract cleaning), and temporary work crews.

The Environmental Health Division is dedicated to protecting people in Erie County from biological, chemical, and physical hazards that may be present in food, water, and the built environment. Environmental Health sanitarians, engineers, nurses, educators and vector control workers:

• Conduct inspections and investigations
• Educate and motivate the public to prevent environmental hazards
• Provide medical case management for children diagnosed with lead poisoning
• Provide timely environmental health information in times of emergency
• Provide assistance and information in cases of potential rabies exposures
• Review plans and advise the public in environmentally safe construction, development and upgrades to facilities
• Assist in the control of disease-causing vectors
• Enforce applicable local, state, and national codes, and regulations to protect public health

Administers HUD's low-income rental assistance program for Cattaraugus County.

Recreation programs include gym and game room activities, pool and ping-pong tables, games, arts and crafts. Also hosts the South Buffalo Community Association senior center (see separate record). Serves as a City of Buffalo Cooling Center during times of extreme heat and as a Warming Center during times of extreme cold. Always call ahead to make sure a Cooling/Warming Center is open before going there.

Offers a variety of non-perishable items for those who are in need. Anyone without food can register at the Belle Center to be a recipient of a regular bi-weekly bag of goods. ##REENTRY##

An intensive school-readiness home visitation program for toddlers and parents. Trained Early Learning Specialists visit families in their homes for one half-hour twice a week for a minimum of 23 weeks, for up to two program years. The Early Learning Specialist bring educational books and toys, which are used to develop early literacy and school readiness skills, increase the parent-child verbal interaction, model positive parenting, and promote pro-social behaviors. Learning materials gifted to the family serve the additional purpose of creating an educational environment in the home that generalizes to other siblings and serves as a bridge to starting school.
