Provides and supports moderate rehabilitation of single family housing that is occupied by low and very low income homeowners. Rehabilitation is undertaken to assure decent and safe housing by eliminating building code violations, removing health and safety hazards, bringing housing into compliance with HUD's Housing Quality Standards HQS, abating lead based paint conditions and adapting homes for handicapped accessibility. For eligible homeowners, RUPCO assists with initial work assessment, description, and a budget for work to be performed as well as supervision of construction. Improvements to make homes handicapped accessible also available. Financial assistance with deferred or low interest loans may also be available. Coordination with other housing programs such as Weatherization and HEAP, and County agencies including the Ulster County Department of Social Services and the Ulster County Health Department is provided as needed.
