Weatherization methods include heating efficiency measures such as a cleaning and tuning of the furnace or boiler repairs; infiltration measures such as weather-stripping, caulking, repair or replacement of windows and exterior doors; provision of interior or exterior storm windows; conduction measures such as insulation; and repairs. After approval of application, a comprehensive professional energy audit of the applicant's home will be conducted. Based on the audit and the funds available, weatherization measures will be installed. When work has been completed, a post-inspection will be completed to ensure adherence to state weatherization program standards.

Provides free meals for any kids and teens ages 18 and under (and young adults with disabilities under 21).

Provides loans to help purchase equipment that assists disabled persons to overcome barriers of daily living. Examples of eligible equipment include wheelchairs, wheelchair van lifts, ramps, communication devices for the deaf and hearing impaired, prosthetic devices, and devices which allow persons who are blind or visually impaired to discern printed material; this list is not all inclusive, and other equipment would be considered. Loans can be issued to equip a vehicle, but cannot be used to purchase any vehicle, accessible or not. Money is loaned either directly to the disabled person or to another person responsible for the individual. Loan amounts can range from $500-$4,000. Repayment period is 2-8 years depending upon the loan amount, at the discretion of the borrower.

Offers flexible scheduling for parents and engaging, hands-on activities for children, including arts and crafts, outdoor games, community walks, creek exploration, bicycle excursions, field trips, guest speakers, use of the college pool, and more.

Determines eligibility of families for day care subsidies, promotes quality day care in the community and offers technical assistance to providers in meeting New York State regulations. Child care assistance is authorized for eligible individuals through a variety of programs outlined below. Each program determines method of payment, required paperwork, and who to contact with questions and problems. Temporary Assistance Day Care: Available for TANF or Safety Net households involved in approved training programs or work site assignments. Program enables parents to work or participate in approved training programs while receiving child day care services. Transitional Day Care: Available when a Temporary (Public) Assistance case is closed and there is a need for day care services due to employment. Transitional day care is guaranteed for 12 months if working families earn less than or equal to a designated percentage of The State Income Standard (which is based on The Federal Poverty Level and subject to charge). Parents contribute to the cost of care based on a sliding income scale. Non-Temporary Assistance Day Care: Available to employed families who earn less than or equal to a designated percentage of the State Income Standard. Parents contribute toward the cost of care based on a sliding income scale. This assistance is also provided to teen parents attending high school and people working toward a GED who are under the age of 21. Preventive/Protective Services Day Care: Available to recipients of Children's Services when day care is mandated as part of the family's service plan.

Provides transportation to medical appointments and other medically essential trips in Niagara, Erie, and Orleans Counties for seniors ages 60 and older. Rides must be scheduled at least two weeks in advance.

A comprehensive child development Head Start/Preschool program designed to serve income eligible children 0-5 years of age including children with disabilities and their families. Early Head Start: provides early, continuous, intensive, and comprehensive child development and family support services to low-income infants and toddlers and their families, and pregnant women and their families. Provides early learning, care and enrichment experiences to children in an early care and education setting. Staff members also visit family homes at least twice per year.

Program provides help to victims of crime through a variety of services. Assists with filing New York State Office of Victim Services compensation claims for reimbursement of out of pocket expenses related to the crime, including funeral expenses, medical/counseling expenses, loss of earnings, and/or loss of essential personal property. Provides transportation and accompaniment to court, and acts as liaison between police, courts, and victims. Also makes referrals for counseling, food, clothing, and shelter.

Respite services provide adults with psychiatric disabilities a safe, sober, clean environment in which to temporarily live. There are four respite beds that are used as a means of hospital diversion, temporary housing, symptom management, and as a rest or relief from stressors to current living situations.

Comprehensive program that deals with families at risk of child abuse and/or child neglect. Provides weekly home visits, child development services, and positive parenting training, along with case management services when needed.
