Follows the same framework as Leap into Literacy by explicitly teaching emergent literacy skills in order to prevent or diminish reading challenges before they begin. Emergent literacy skills include speaking, reading, writing, and viewing during the early childhood years. This is a multi-sensory program that targets auditory processing skills, expressive and receptive language skills, phonological awareness, print knowledge, academic concepts, fine motor, and sensory skills.

A book or toy which becomes a gift to the family is the focus of the visit. The trained Home Visitors model behaviors that encourage parental interaction with their child such as reading, playing and conversing. PCHP assist parents who are unable to purchase educational books/toys or send their child to preschool.

Trained Early Learning Specialists visit families in their homes for one half-hour twice a week for a minimum of 23 weeks, for up to two program years. The Early Learning Specialist bring educational books and toys, which are used to develop early literacy and school readiness skills, increase the parent-child verbal interaction, model positive parenting, and promote pro-social behaviors. Learning materials gifted to the family serve the additional purpose of creating an educational environment in the home that generalizes to other siblings and serves as a bridge to starting school.
