Provides assistance for any utility customer to file a complaint with or ask a question of the Commission relating to their electric, gas, steam, telephone or water service when the customer has not obtained a satisfactory resolution of a dispute or problem with the utility company. Complaints may involve bills for utility service, deposit requests, negotiations for deferred payment agreements, service problems, or other utility-related issues.
