Eligibility

Must reside in Westchester, Putnam or Rockland counties, who are HIV positive and cannot currently have any arrears or past due balances, the bill must be in a qualified individual's name, for utility payment that qualified individual must have a lease in their name, the qualified individual and their household income cannot exceed 500% of the federal poverty limits

LUW Utility Program has opening for anyone that is HIV positive and needs assistance with their utility payments including ConEd or Phone. This is a 24-month utility assistance program only available to those who are not already receiving assistance from another source such as HEAP or with a pre-paid phone service.
