A federally funded, seasonal program which helps low income families, seniors and individuals with a permanent disability, with the following benefits: Regular HEAP helps with financial assistance for the payment of the primary fuel source, Emergency HEAP helps low income families or individuals who are facing a heat or heat-related energy emergency and do not have resources to resolve the situation. Furnace Repair/Replacement HEAP helps low income homeowners repair or replace furnaces, boilers and other direct heating components necessary to keep the home primary heating source functional. Application Dates: The 2025-2026 Regular HEAP benefit opened December 1, 2025. The 2025-2026 Emergency HEAP benefit is scheduled to open January 2, 2026. For the 2025-2026 program year, New York State HEAP will not operate the HEAP Heating Equipment Clean and Tune benefit component. The 2025-2026 HEAP Cooling Assistance Benefit is scheduled to open April 15, 2026.
